First, you'll need your motion vector data (obviously):

Maya blur2d utilityI'm not an expert on this, I dont know all the ways that other students composite MotionVector data back onto their render. I'm just trying to point you in the right direction. If you find any other information, please post it here for other students. Specifically, 3D Motion Vectors might look slightly better, but Maya's blur2d only works with 2D motion vectors...Again, I dont know the exact node in Nuke or Effect in AfterEffects for this, sorry.
