"The scratch disks are write protected or unavailable..."

The scratch disks are write protected or unavailable. To open this project, the scratch disks will be set to your My Documents folder. Would you like to continue?

This error seems to be limited to the new z600 workstations, if you come across this problem and you are NOT on a z600 workstation, please submit a new problem report or create a new thread.

When using Premiere and starting a new project, there is always an error about scratch disk permissions. Even after changing the location to a sub folder on the D:\ or G:\ drives, the error message still comes up. After the error, users can select "my documents" as a scratch disk location, but that is not advisable and they must do it every time the create a project.

This is copied from the original Problem Report:
this is all I could find on the issue:

I still do not know why creating local projects generates the same error. (same error on C D G H drives). I tried changing the caching setting (modifying, and enabling/disabling) under properties > sharing > caching. Turning file indexing on/off also had no effect. We should contact Adobe or post something on Adobe forums.

This error only occurs on non-admin, network accounts. Seems to be a permissions problem. I am unsure if local, non-admin accounts have the same issue, I am unable to test this factor (local, non-admin accounts do not work/cannot be created?) I could try un-joining the domain, then troubleshooting...
